Most of Europe is converging on one core — Peppol / EN 16931. The exceptions are the clearance regimes and legacy national formats that sit outside it. One layer absorbs them.

Methodology & honesty
- 26 of 30 VERIFIED against the EU factsheet; 4 marked PARTIAL where a mandate is legislated but the go-live date is not yet fixed (Spain, Bulgaria, Denmark, Liechtenstein).
- B2B status and the “mandate live” date are derivedfrom each record's verified prose — never fabricated. A few countries with sparse Peppol presence can return a partial live count; the proxy keeps the last-good value so the total stays stable.
